Vacant Manchester Mill Could Become Community Brewpub, Plans Show
A special exception application filed with the town on December 20 proposed converting the vacant mill at 176 Hartford Road into a brewpub with production, food service, and on premises consumption, bringing a potential community gathering spot to the neighborhood. The proposal would reuse the building within its existing footprint, and permitting and review remain pending, making community input and planning outcomes key to the project timeline.

A proposal to transform the vacant mill at 176 Hartford Road in Manchester into a brewpub was formally filed with the town on December 20. The special exception application seeks to repurpose the former Manchester location of plumbing and HVAC supplier Winsupply into a venue that would combine beer production, food service, and on premises consumption while remaining within the building footprint.
Applicant Hop Brook Bend LLC, formed in Bolton earlier this year, is listed as a drinking place primarily serving alcoholic beverages. Interior plans described in the application would accommodate a kitchen, bar, seating areas, brewing equipment, and back of house operations. Exterior changes would be limited to new signage and an outdoor seating area, preserving the building envelope and much of the site character.
The project is in early stages. Planning, permitting, and design work are pending, and the application was awaiting staff review as of the filing. The Planning and Zoning Commission has not yet set a meeting or public hearing date, and the applicant has not provided a target opening timeline. Approval through the special exception process will be required before construction or occupancy can proceed.

If approved, the brewpub would join similar local businesses and add a new site for community events and neighborhood gatherings. The applicant described the goal as creating a community oriented space focused on craft beer, cocktails, food, and local events while emphasizing the mills history and neighborhood character. For residents and small producers, the location offers the prospect of a nearby taproom and a venue for local collaboration, though details such as production scale and operating hours will be determined through the permitting process.
For those following the proposal, monitor town planning notices for the staff review outcome and any scheduled public hearings. The reuse of a historic mill for hospitality and production could provide jobs and activate a vacant building, but final plans and community impacts will hinge on the upcoming review and any conditions attached by the commission.
