West Union resident appointed to Shawnee State board of trustees

Scott R. Williams of West Union was appointed to the Shawnee State University Board of Trustees for a term running from July 10, 2026, through June 30, 2032. The appointment gives Adams County a direct seat in the university’s governance, where decisions on spending, academic offerings and staffing can shape the direction of a major public institution just down the river in Portsmouth.

That seat is not ceremonial. Shawnee State is governed by an 11-member board appointed by the governor with the advice and consent of the Senate, and the trustees oversee academic programs, budgets, general administration and the employment of faculty and staff. Two of the board’s seats are reserved for student trustees, leaving the rest of the table to help steer the university’s day-to-day and long-term direction.

For West Union and the surrounding county, Williams’ appointment matters because Shawnee State serves south-central Ohio and describes itself as the region’s public university. Its decisions can affect what students can study, how the campus is staffed and where resources go, issues that reach beyond Portsmouth to families, employers and graduates across Adams County.

The timing adds another layer of importance. Gov. Mike DeWine signed Senate Bill 1 on March 28, 2025, and it took effect June 27, 2025, expanding the responsibilities of trustees at Ohio’s public universities. That makes the role Williams now holds more influential than a simple honorary appointment, even though one trustee still serves on a board of 11.

Williams was one of 31 appointments and reappointments DeWine made across state boards and commissions on July 10. The broader list included higher education, cultural and public service posts, but Williams’ selection stood out locally because it placed a West Union resident inside the governance structure of a regional university whose decisions reach well beyond campus.
