Downtown Laramie Alley to Close Temporarily for Building Maintenance Work
Starting tomorrow, the alley between 1st and 2nd streets closes for 10 days, overlapping almost entirely with the International Flavor Festival in downtown Laramie.

The alley between 1st and 2nd Streets, from Grand Avenue to Ivinson Avenue, closes to through-traffic Monday morning just as downtown Laramie gears up for the International Flavor Festival, creating a 10-day logistics challenge for businesses in the city's commercial core.
The City of Laramie announced the closure April 9, citing property maintenance on an abutting building. Work runs April 13 through April 22 from 7 a.m. to 3 p.m. daily. The closure requires a Right-of-Way Obstruction Permit from the Engineering Division, the formal legal mechanism the city uses before any alley, sidewalk, or street can be temporarily blocked for maintenance purposes. Through-traffic will be barred; the city's traffic-control plan may accommodate local access for adjacent property owners, emergency vehicles, and service providers.
The affected alley sits within the Laramie Main Street Alliance (LMSA) district, which covers 1st, 2nd, and 3rd Streets between Ivinson and Grand Avenues. LMSA's own office is at 115 Ivinson Ave, directly on the block's southern boundary. For businesses along this stretch, the closure most directly affects rear-access points that handle daily deliveries, waste pickup, and service vehicle traffic. Those schedules will need to shift or reroute during the seven-hour daily window.
The festival overlap complicates an already tight window. LMSA's International Flavor Festival runs April 14 through 18, dates that land almost entirely within the closure period, and the event draws concentrated foot traffic through this exact section of downtown. Participating businesses will be managing higher-than-usual visitor volumes while also coordinating modified access for deliveries and service logistics from the back.
The closure is the latest in a recent run of construction activity near this specific intersection. In May 2025, the Wyoming Department of Transportation and contractor Knife River closed the U.S. Highway 287/3rd Street and Grand Avenue intersection, less than a block away. The far larger Ivinson Avenue Reconstruction Project, covering 6th through 15th Streets with cross-street work between Ivinson and Grand, runs from spring 2026 through fall 2027 and is already underway.
Barricades and signage will be in place during closure hours. The city's Road Closures page lists current routing alternatives. For access questions or permit details, the Engineering Division can be reached at 307-721-5250 or engineering@cityoflaramie.org.
