Baker County Library District Updates Conduct Rules, Adds Free Digital Comics Service

The Baker County Library District announced free access to Comics Plus, a digital comics and graphic novel service, for all library cardholders on March 11, the same day the district posted its updated patron code of conduct to the homepage.

The conduct update formalized Resolution No. 2025-26.06, which the Baker County Library District Board adopted on Feb. 10, 2026. Titled "Adopting Revised Patron Code of Conduct Policy and Rescinding Prior Versions," the resolution replaces all prior district conduct policies and any inconsistent provisions in previous guidance documents. The board reviewed the policy, identified as the Feb. 2026 version and attached as Exhibit A to the resolution, and found that it "supports consistent patron expectations and effective staff administration."

Under Section 2 of the resolution, district staff will enforce the code "in accordance with applicable law, related District policies (including the Library Use Restrictions policy), and administrative procedures." The Library Director or a designee retains authority to update administrative procedures for clarity and operational needs, provided those changes remain consistent with the board-adopted code.

The district cited its commitment to "maintaining safe, clean, welcoming, and productive facilities and environments for all patrons and a safe workplace for District employees and volunteers" as part of the rationale for the revised rules, which govern libraries and associated grounds throughout Baker County.

The Comics Plus announcement arrived alongside the conduct update in the March 11 homepage post. The service gives cardholders access to digital comics and graphic novels at no cost, though the district has not yet published details on how to access the platform or whether any usage restrictions apply.
