Local driver sues for $604,156 after icy Highway 86 crash

A Baker City resident has filed a lawsuit seeking $604,156 in damages after a two car crash on a stretch of Highway 86 that she says left her injured and her vehicle wrecked. Terrie Val Trone Boettcher filed the complaint on December 17, 2025 in Baker County Circuit Court, alleging negligence by the other driver in an incident that occurred December 18, 2023.
Boettcher’s suit names Tyrah Robian Steele as the defendant and accuses Steele of following too closely, failing to maintain a proper lookout, failing to maintain control and failing to drive at a reasonable speed for conditions on the icy roadway. The complaint cites an Oregon State Police report that Steele attempted to pass Boettcher where icy spots were present, and that Steele’s vehicle slid into Boettcher’s car. Both vehicles rolled, and Steele and her juvenile passengers were taken to St. Alphonsus Medical Center Baker City. An Oregon State Police trooper cited Steele for unsafe passing.
The damages sought break down to $46,656 for medical expenses and property damage, $7,500 for future medical expenses and $550,000 in noneconomic damages for pain and loss of enjoyment of life, among other claims. Boettcher has requested a jury trial and is represented by Baker City attorney Damien Yervasi.

For local residents the case underscores two practical concerns. First, winter driving conditions on Highway 86 and similar county routes remain a safety risk, particularly when drivers attempt passing maneuvers on icy stretches. Second, civil suits that seek substantial noneconomic awards can affect how insurers approach settlement versus litigation, with potential knock on effects for local policyholders through premiums and coverage disputes.
