Level 3 Predatory Offender Tyler Michael Gabrelcik Moves Into Bemidji Neighborhood

Tyler Michael Gabrelcik, 32, a Level 3 predatory offender, moved to the 600 block of 4th Street NW in Bemidji on Jan. 30, a release from the Bemidji Police Department says. The department provided the move as a public notification intended to keep residents informed and noted that Gabrelcik is not wanted by police.
The release summarizes the past convictions that led to Gabrelcik’s Level 3 classification. It says he was convicted of "engaging in sexual conduct and contact with a known female child on numerous occasions and over an extended period of time." The statement lists conduct that included "showing sexually explicit material, exposing, penetration, and possession of child sexual abuse material." Gabrelcik completed his sentence and was released in July of 2024, the release says.
Level 3 is the highest risk category used in Minnesota’s predatory offender system. The Bemidji Police Department policy document on predatory offender registration and community notification, Policy #: 263 (1/1/2018), defines Level 3 as "HIGH RISK OF RE‑OFFENDING." The policy directs that "A good faith effort must be made to complete the disclosure within 14 days of receiving documents from DOC" and states that "The current standard for a Level 3 offender is to invite the community to a public meeting and disclose the necessary information." The policy also instructs agencies: "Do NOT disclose any information until the law enforcement agency is notified the offender will move to a residential location."
The department provided a photograph of Gabrelcik attributed as courtesy of the Bemidji Police Department in the release. Authorities emphasized the notification's purpose: the move was made public to inform neighbors, not because Gabrelcik is wanted.
The city has handled similar notifications before. A separate release about Thomas Edward Strong, a different Level 3 offender, described offenses involving "engaging in sexual contact against known male and female children" and said Strong "used his established relationships of trust to attain and exploit unmonitored contact" and "He used manipulation and coercion in an effort to maintain control." The Strong release added, "This individual has served the sentence imposed on them by the court and is transitioning into the community. This notification is not intended to increase fear but rather to raise awareness. Law enforcement believes that an informed public is a safer public." That release also listed Strong as homeless in the Bemidji area and provided a physical description.
For residents, the immediate implications are awareness and vigilance. Policy #: 263 sets a framework for notification and public meetings for Level 3 offenders, but the release about Gabrelcik did not state whether a community meeting will be scheduled. Neighbors who want specifics about supervision, registration status, or planned public outreach should contact the Bemidji Police Department directly and ask about any community meeting tied to this disclosure.
