Arkansas finance attorney tours Bernalillo County assessor's office after national presentation

An Arkansas Department of Finance attorney toured the Bernalillo County Assessor’s Office on July 14, a visit that followed Assessor Damian Lara’s presentation to the International Association of Assessing Officers and put the county’s property-tax machinery in an out-of-state spotlight.

The attention is less about the tour itself than the work Bernalillo County handles every day. The assessor’s office re-appraises property values each calendar year, and its Notices of Value go out in the spring to residential and non-residential property owners. Those notices list the property’s description, classification, the value used for property-tax purposes, any exemptions allowed, and the net taxable value after exemptions are deducted.

For county residents, that paperwork drives the tax bill that lands on homes, apartment buildings and commercial properties across Albuquerque, Rio Rancho’s edge, the West Side and the East Mountain communities in Bernalillo County. The office said its Notices of Value were mailed April 1, 2026, making the spring filing season one of the busiest periods of the year for owners who want to review a valuation, check an exemption or challenge a number they believe is wrong.

The Arkansas visitor’s stop suggests Bernalillo County’s methods are drawing professional interest beyond New Mexico. Lara was sworn in Jan. 26 as the first New Mexico member of the International Association of Assessing Officers board of directors, and the July visit followed his presentation to that national professional group. That kind of attention usually focuses on how an office tracks data, communicates with property owners and manages the protest process when values change.

Bernalillo County also points homeowners and other owners to its assessor website for property record searches, frequently asked questions and protest information. Those tools matter because a faster correction, a clearer exemption process or a better explanation of a value change can reduce confusion before a tax bill becomes a dispute.

In a county with more than 678,000 residents, even a brief visit from Arkansas is a reminder that assessment administration is a technical public service with real consequences. The office’s daily work sets the numbers that shape the tax rolls, and outside scrutiny can be a sign that other states see Bernalillo County as a place worth studying.
