Buena Vista County Joins Iowa DOT Statewide DMV Appointment System
Buena Vista County has joined the Iowa DOT statewide DMV appointment system and will install a courthouse kiosk to streamline scheduling for driver and vehicle services.

Buena Vista County Treasurer Danelle Haberman announced that the county has implemented the Iowa Department of Transportation’s new statewide online scheduling platform for driver and vehicle services and will install an electronic kiosk in the courthouse to handle appointment check-in and scheduling.
The Iowa DOT launched the statewide scheduler to let Iowans book specific service types at DOT service centers or participating county treasurer offices via a single site. The agency described the system as connecting 103 state and county DMV office locations and serving 79 participating counties, and said it guides customers by service type so residents can identify which locations can serve them. “We’re excited to simplify the customer experience,” Meradith‑Eyers said. “By launching the new statewide DMV scheduler, we are committed to empowering Iowans with the convenience and efficiency they deserve in every visit.”
Locally, the courthouse kiosk will allow Buena Vista County residents to schedule, cancel, and check in for appointments electronically. Haberman told the Board of Supervisors the changes are being directed from Des Moines. Training for the kiosks is listed as scheduled for December, with implementation set for January; the source material did not specify years for those months. County officials, including Supervisor Dan Hartman, expressed concern about how to reach all residents in a diverse community like Storm Lake and whether staff will be trained in time.
Treasurer Danelle Haberman raised operational and fiscal questions at the supervisors’ meeting, specifically asking who will pay for wiring the kiosk and what happens if lightning damages the equipment. Those funding and liability details have not been resolved in the materials provided.
Residents should note the Treasurer’s office continues to provide a full slate of motor vehicle services: issuing driver licenses, commercial driver licenses, commercial learners permits, instruction permits, school permits, non-driver IDs, handicapped permits, automated knowledge tests for all licenses and endorsements, and drive tests. Appointment requirements and hours listed by the county include renewal, duplicate, reinstate, upgrade, and new Iowa DL/ID/IP services by appointment Monday through Friday, 8:15 a.m. to 4:00 p.m. Automated knowledge tests run Monday through Friday, 8:15 a.m. to 3:30 p.m. Drive (Car Only) tests are scheduled Thursdays, 8:15 a.m. to 12:00 p.m. The county source lists two entries for Drive (Motorcycle Only) tests, one showing Thursday, 8:15 a.m. to 12:00 p.m., and another showing Monday through Friday, 8:15 a.m. to 3:00 p.m., and residents should confirm the current motorcycle test schedule directly.

Financial context: Buena Vista County began issuing driver’s licenses on January 13, 2003, after the state reduced many DL sites; the county receives $7.00 reimbursement per basic renewal but is not reimbursed by the state for drive tests, automated knowledge tests, ID cards, duplicate licenses, or handicap permits. A convenience fee of $10.00 cash applies for issuance of an Iowa driver’s license or identification card for all non-Buena Vista County residents, effective July 15, 2023.

For additional DOT information call the Iowa DOT regional number listed by the county, 515-244-8725, or contact the DOT Motor Vehicle Division at 515-240-0094 (Bonnie Harris). Iowa DOT central office is 800 Lincoln Way, Ames, IA 50010.
What this means for residents: the new statewide scheduler and local kiosk aim to reduce guesswork and waiting, but practical questions remain about kiosk features, staffing and cost responsibilities. Buena Vista County officials must clarify wiring, maintenance and training timetables so Storm Lake and county residents know how and when they can rely on the new system.
