Buena Vista County posted a public notice on its official website March 11, 2026, announcing a public hearing on the county's proposed property tax levy for Fiscal Year 2026-2027, which runs July 1, 2026, through June 30, 2027.

The posting arrives amid statewide scrutiny over whether Iowa counties are meeting their legal obligations to make such notices accessible to the public. State law requires that property tax notices be "posted and clearly identified" on local government websites, and that notices from prior years remain continuously available. ITRFoundation, which reviewed the websites of all 99 Iowa counties and 45 cities as part of a survey of proposed property tax notices, found that many are not in compliance. In numerous cases, ITRFoundation personnel said they "had to email copies of the documentation to us because it was not available online."

The organization concluded that "taxpayers require an enforcement mechanism to ensure county auditors comply with this provision of the law."

The public hearing process is central to Iowa's property tax system. Required mailers must include budget data for proposed city, school district, and county expenditures, giving residents the information needed to weigh in before budgets are finalized. The hearing date, time, and location must be included in those materials. Crucially, state law bars any increases after the hearing: once a public hearing is held, budgets and property tax rates may only be lowered, not raised.

ITRFoundation's statewide analysis found that 14 of Iowa's 99 counties did ultimately lower their property tax rates from the amounts proposed in their mailers and hearings. Those reductions ranged from 0.1%, amounting to less than a penny per thousand dollars of taxable value, to 33%, saving taxpayers more than $1.85 per thousand dollars of taxable value. The remaining 82 counties certified their rates exactly as initially proposed.

ITRFoundation noted that Iowa's notice-and-hearing system represents genuine progress: "This new system helps Iowans understand the process and spurs engagement with local elected officials. However, the policy's initial run exposed some areas in which improvements should be made."

The full text of the Buena Vista County notice, including the scheduled hearing date, time, location, and any proposed levy figures, was not available in materials reviewed for this report. Residents seeking those details should check the county's official website or contact the Buena Vista County Auditor's office directly. Under Iowa law, the public hearing represents the final opportunity for residents to push for a lower rate before the county certifies its levy for the fiscal year ahead.
