Collin County set to weigh $1.1 million repairs and budget changes

Collin County commissioners met July 27 at the Jack Hatchell Administration Building in McKinney with a $1.1 million budget amendment on the agenda for building repairs, including roofs and elevators. The same agenda also included compensation benchmarking and a move to redirect bond money for the Dallas Parkway widening in Frisco.

The repair request would affect county buildings that residents use for public business, with roofs and elevators among the systems targeted for work. For taxpayers, the question is whether the county is handling routine upkeep before minor failures turn into larger, more expensive damage or access problems.

The compensation item follows Court Order 2025-785-08-07, which approved fiscal year 2026 employee-related salaries. That order set performance-based compensation increases equal to 2% of budgeted FY 2026 payroll, authorized market-based pay range adjustments and said actual raises vary by each employee’s Pay-for-Performance score. A new benchmarking review would show whether county pay ranges still track the market or need another adjustment to keep staffing levels steady.

The transportation item would move money within the Dallas Parkway project in Frisco, where Collin County and the City of Frisco executed an interlocal agreement in January 2026 for construction from Panther Creek Parkway to PGA Parkway. The project is identified as 2018 Bond Project #RI18034, tying it to the county’s earlier bond program rather than a separate new financing package.

That bond history matters because Collin County has already used its 2018 bond dollars to steer money across projects. In 2022, the county’s Call for City Projects made $24 million available from the 2018 Bond Program for city thoroughfare work, with submissions due Oct. 31, 2022 and funding expected by April or May 2023. In August 2023, commissioners approved a budget adjustment of $901,132.74 from various completed projects into contingency. The Dallas Parkway item fits that same pattern of shifting bond dollars to match where construction and maintenance pressures are landing.
