Copperas Cove Opens New Animal Care Facility at 2441 FM 1113
Copperas Cove opened its new Animal Care Facility at 2441 FM 1113, a project approved by voters in Nov. 2021 and built under a $4,401,057.49 GMP.

The City of Copperas Cove announced on Feb. 12, 2026 that its newly constructed Animal Care Facility at 2441 FM 1113 is now open to the public. In the city news release the municipality said, “The City of Copperas Cove is pleased to announce the newly constructed Animal Care Facility is now open to the public.”
City officials noted construction is complete and staff are moving into the new building, and the prior facility at 1601 N FM 116 has been closed to the public. The city release adds that “All citizens are now encouraged to visit the new facility for any assistance or needs,” and it says a Grand Opening and Ribbon Cutting Ceremony will be planned and announced in the coming weeks.
The facility was authorized by voters in a November 2021 Special Bond Election. Copperas Cove City Council authorized a professional services agreement with Brevard Architecture in January 2022 to develop construction plans, and Paragon Construction was engaged as the construction manager at risk in February 2023. On Sept. 19, 2023 the City Council awarded the construction contract to Paragon Construction with a guaranteed maximum price of $4,401,057.49, and a groundbreaking ceremony was held Nov. 3, 2023.
Operational contact details remain unchanged from previous notices: the Animal Care Facility can be reached by phone at (254) 547-5584, and the Public Relations Department asks inquiries be sent to publicrelations@copperascovetx.gov. The city webpage that carried the announcement also contained a site prompt to “Create a Website Account - Manage notification subscriptions, save form progress and more,” and reiterated that the old address, 1601 N FM 116, is closed to public access.
The local press coverage included a Killeen Daily Herald photo file titled “Cove Adoption KITTENS.jpg” with the caption “Kittens are up for adoption in this Herald file photo,” suggesting adoption activity tied to the shelter’s mission. Local television affiliates reported the same timeline milestones and the city’s statement that the team is transitioning into the new facility.
The city has not published detailed operating hours, adoption procedures, staffing numbers, intake or fee policies, or kennel capacity for the new site; those operational details were not included in the Feb. 12 announcement.
