Decatur County Publishes Parsons Utilities Rates, Fees and Infrastructure Details
Decatur County has published detailed rates, fees and infrastructure data for Parsons utilities, clarifying costs and system capacity that affect household bills and local development.

Decatur County has posted comprehensive rate schedules, fee lists and infrastructure descriptions for Parsons utilities, providing residents and developers a clearer picture of water, sewer, gas and electric costs as well as treatment and distribution capacity. The release includes inside-city and outside-city distinctions that carry different monthly minimums, usage charges and tap fees.
For residential water customers inside Parsons, the first 2,000 gallons are billed at a minimum charge of $16.23 per month, with additional usage over 2,000 gallons charged at $4.86 per 1,000 gallons. Outside-city rates and tiered per-1,000-gallon charges are published separately, and the county lists different water plant investment fees and tap fees for inside and outside customers. Sewer charges are tied to water consumption: complying customers pay 85 percent of their water bill for sewer, while non-complying customers are assessed 90 percent. Tap fees for sewer connections are also itemized.
Natural gas rates are presented in per-100 cubic feet tiers, with separate schedules for inside and outside city customers. The county notes that Parsons Natural Gas System distributes gas in part from the Tennessee Gas Pipeline Company and provides technical details on heat content and infrastructure. Electricity distribution in the county is handled by TVA through the Lexington Electric System, and the information includes a note on the local substation and its capacity.
On the infrastructure side, the county details water sourcing and treatment. Parsons draws water from the Beech River and treats it using a rapid sand filter plant. Decaturville, by contrast, operates nine wells. Published materials include storage and consumption capacity figures for local systems, and they identify the Parsons sewage treatment as an aerated lagoon facility. Decaturville uses a package plant; the county provides current utilization and capacity information for both facilities. Other water districts serving parts of the county are listed by name, including Perryville Utility, North Utility and the Scotts Hill - Bath Springs water district.

Public safety implications are also addressed. Fire protection ratings differ across towns: Parsons carries a class 3 rating while Decaturville and Scotts Hill are rated class 7. These ratings factor into insurance considerations and signal variations in service and coverage. Local telecommunications service is available through TDS Telecom for phone and DSL and high-speed Internet service.
For residents and property owners, the published schedules clarify what to expect on monthly bills, how sewer charges move with water use, and how tap and investment fees will affect new connections and development. The detailed infrastructure notes also indicate where capacity may constrain growth. Residents should review their service classification and fee schedules, confirm tap and connection costs with the appropriate utility office, and monitor county communications for any future rate changes or infrastructure projects that could affect local bills and development prospects.
