Douglas County government offices will be closed Monday, Feb. 16 for Presidents Day; emergency services remain active and some parks and museums will be open.

Douglas County officials have announced that government offices will be closed to the public Monday, Feb. 16, in observance of Presidents' Day, with most operations resuming Tuesday, Feb. 17.
“Douglas County Commissioners Tom Kress, Chris Boice, and Tim Freeman would like to remind citizens that government offices in the Douglas County Courthouse, located at 1036 SE Douglas Avenue in Roseburg, as well as the Douglas County Justice Building, Douglas County Courthouse Annex in Reedsport, Douglas County Landfill and Transfer Stations, Douglas County Fairgrounds and All External Douglas County Government Offices will be closed to the public on Monday, February 16, 2026, in observance of the National Presidents’ Day holiday.” That county release lists the courthouse, justice building, Reedsport annex, landfill and transfer stations, fairgrounds and external county offices among facilities closed to in-person business.
Not every service will be unavailable. “Both the Douglas County Museum of History and Natural History in Roseburg and the Umpqua River Lighthouse Museum in Winchester Bay will be open on Monday for normal business hours,” and county parks, campgrounds and boat ramps will remain accessible. Salmon Harbor Marina and the Winchester Bay RV Park will be open to the public, though the Salmon Harbor Marina office will be closed on Monday; for harbor or reservation information residents may call (541) 271-3407. The county also provides a museum contact number listed as 957-7001 in its materials.
Public safety operations will continue even when lobbies are closed. “Even though the Sheriff’s Office lobby entrance will be closed on Monday, deputies, 911 communications and other DCSO staff will continue to provide law enforcement protection and emergency assistance for residents. Those with an emergency can still call 911. To reach dispatch for a non-emergency situation, call 440-4471.” Sheriff Darren Weekly separately ordered Stage 1 Fire Restrictions for unincorporated areas of the county; “Ordinance No. O-012-004 restricts open fires, open burning and the use of fireworks in the unincorporated areas of Douglas County.”

Residents should also plan around a statewide motor vehicle systems upgrade. “Due to a statewide DMV upgrade, all online driver license, motor vehicle, and MVExpress kiosk services will be unavailable beginning the evening of Friday, Feb. 13, until the system re-launches on Tuesday, Feb. 17. Douglas County Motor Vehicle offices will be closed on Tuesday, Feb. 17, from 8 a.m. to 1 p.m. for system testing.” The county advises that many services remain available online outside the DMV systems.
Not all counties named Douglas County issued the same instructions. In Douglas County, Kansas, the notice specified that “District Court and District Attorney's Office will be closed on Monday, Feb. 16, in observance of President's Day. All other Douglas County government offices and departments will be open,” referencing the Judicial and Law Enforcement Building at 111 East 11th Street, Lawrence. Douglas County, Wisconsin announced that county offices will be closed Monday, Feb. 16 and that regular business hours resume Tuesday, Feb. 17 at 8 a.m.
For residents in this area, practical steps are clear: plan nonurgent county business for Tuesday, Feb. 17; expect DMV online services to be offline from the evening of Feb. 13 through the Feb. 17 relaunch and local motor vehicle offices to be closed for testing from 8 a.m. to 1 p.m. on Tuesday; use 911 for emergencies and 440-4471 for non-emergency dispatch needs; and observe Stage 1 fire restrictions in unincorporated areas under Ordinance No. O-012-004. The county says offices will reopen for normal business on Tuesday, Feb. 17.
