Fresno County Seeks Bids for Bituminous Seal Coats on County Roads

Fresno County's Department of Public Works and Planning posted bid specifications on March 13 for Contract No. 25-16-M, a chip seal project that would resurface more than 15 miles of county roads across various locations in Fresno County.

The work calls for furnishing and placing screenings over asphaltic emulsion on 15.56 miles of county roadway, with an additional 11.02 miles included as additive bids. Before contractors begin, county forces will handle preparatory work: repairing, trimming, and blading heavy dirt deposits and vegetation from existing road surfaces.

An engineer's estimate puts the project cost between $1.6 million and $1.8 million, with the upper figure representing the highest possible cost from the range cited in project documents.

Contractors seeking to bid must hold a valid California license as a Class A General Engineering contractor or a Class C-12 Earthwork and Paving contractor. Project documents also reference Class C-32 in one listing, though bidders should verify acceptable license classifications against the official Notice to Bidders posted March 13.

Each bid must be accompanied by security equal to ten percent of the total bid amount, submitted as a bid bond issued by a California Department of Insurance-admitted surety insurer, or as cash, a cashier's check, or a certified check. The winning contractor must then furnish a faithful performance bond and a payment bond, each equal to 100 percent of the contract amount.

Contractors with questions had until March 26 at 2:00 p.m. Pacific time to submit inquiries. Requests for clarification must be submitted electronically no later than 2:00 p.m. on the seventh calendar day before bid opening. A separate listing on the procurement platform ConstructConnect displays April 14, 2026 as the bid date.
