His promotion to lieutenant came in 2015. Over the following decade, he cycled through two years in Human Resources, two years in Internal Affairs, two years as an Area Commander, and most recently an assignment to the Training Unit, where his career concluded.

The training thread ran through nearly his entire tenure. Stalker began instructing at the Fresno City College Police Academy in 1998, just two years after joining the department, and continued for more than 25 years. He served as the lead instructor for the Field Training Officer 40-hour course and the Field Training Update course, and also taught the Background Investigator course, Supervisor course, and Dispatch course. That breadth of instruction mirrored his broader career, which gave him hands-on knowledge of backgrounds, pre-employment polygraphs, and training trends across all ranks.
