Fresno County Shuts Down Popular Shaw Avenue Taco Stand Over Permits
Fresno County's cease-and-desist forced Armando Arias to shut Tacos El Cabezon at Shaw and Maroa the day after receiving the order, costing seven workers their jobs.

Armando Arias received a cease-and-desist order from Fresno County in mid-February, forcing him to shut down Tacos El Cabezon at the corner of Shaw Avenue and Maroa the following day, less than a year after the stand first opened.
The county's order cited two core failures: the business had been operating without a required site plan and had not met standard county permitting requirements. Officials also pointed to traffic and safety concerns at the Shaw/Maroa corridor, a stretch of central Fresno that draws heavy vehicle and pedestrian activity throughout the day.
Fresno County Supervisor Garry Bredefeld said enforcement was not the county's first move. "The county contacted him several times to initiate that. He didn't do it," Bredefeld said. "Finally, they sent a cease and desist letter because he was not in compliance, most importantly, he didn't comply with county requirements."
Arias said he made genuine attempts to complete the required paperwork. He first hired a company to prepare the site plan, but that company backed out. He then engaged a freelancer to finish the application. The county declined to accept the submission as a late filing. County officials have maintained that permitting rules exist to protect public safety and that no exceptions can be granted.

The closure has cost Arias seven jobs and months of unrecouped rent. He said he will continue paying for the Shaw and Maroa location for three more months even as the stand sits idle. The taqueria's sign remains up at the corner, but no food has been served since the vacate order took effect.
"This is still my baby," Arias said.
Arias has since launched a public petition calling for changes that would make it easier for small businesses to operate at the site. The petition had gathered signatures by late March, though no total was disclosed. As of this week, the cease-and-desist remains in effect and no compliance filing or appeal has been reported.
