Fresno Police Arrest Two Women in Multi-Store Retail Theft Ring, Recover Stolen Property
Fresno police arrested Teiah Fitzgerald and Mia Keobounleuang after linking them to thefts at six retailers, recovering several thousand dollars in stolen goods from their home.

Fresno police detectives arrested two women Thursday after linking them to a string of retail thefts spanning six stores across the city, recovering several thousand dollars' worth of stolen property from their residence in the process.
Teiah Fitzgerald, 25, and Mia Keobounleuang, 24, were taken into custody on March 12 following an investigation by the Fresno Police Department's Organized Retail Theft Tactical Team. Detectives identified both women as repeat suspects across multiple incidents at Lululemon, Bath and Body Works, Target, Dollar Tree, CVS, and Walgreens locations in Fresno.
A search warrant served at the suspects' residence on the same day turned up several thousand dollars' worth of stolen merchandise, according to police. Fresno PD released photos of the recovered property, though no detailed inventory of the seized goods was provided.
Investigators also connected the suspects to a broader criminal operation. According to police statements reported by FOX26, the pair were part of a crew that stole vehicles and used them to take ATMs from businesses across multiple cities in the San Joaquin Valley. Some of those stolen vehicles were driven into storefronts to allow suspects to enter and steal merchandise and cash. "The crew was stealing vehicles and then burglarizing commercial businesses," police said. "It was having an impact on individuals whose only means of transportation was their vehicle that was stolen while they were sleeping at night." Business owners, police added, "were being heavily impacted by the damage that was being done and also the property that was being taken."
No specific criminal charges against Fitzgerald or Keobounleuang had been publicly disclosed as of the time of reporting.
The arrests are part of a wider crackdown on organized retail theft by the Fresno Police Department. In a separate but related ORT investigation, detectives served a search warrant on March 9 targeting thefts at Lowe's stores in Fresno and surrounding cities between November 2025 and February 2026. That search recovered more than $3,000 in stolen property and two unregistered firearms; the recovered goods were returned to Lowe's. Losses in those cases are reported to exceed $7,000. Suspect Isaac Navarro remains wanted in connection with that investigation on multiple felony charges, including Felony Grand Theft and Felon in Possession of a Firearm.

Separately, Shawn Goodwin, 28, and Miguel Vidrio, 38, have been arrested on burglary-related charges tied to a burglary ring operating across Fresno, according to police.
The Fresno Police Department noted that Proposition 36, passed by California voters, now allows prosecutors to charge chronic retail thieves with additional felonies carrying stiffer penalties and increased jail time. The department, working alongside local law enforcement agencies and merchant loss prevention teams, said it intends to continue investigating and prosecuting retail theft cases.
Police are urging anyone whose business may have been victimized to come forward. "Be aware of your surroundings," police said. "Make sure you secure your vehicle, have working alarm systems, and a working surveillance system because that can be a deterrent."
