Groundwater Agencies Expand Outreach, Workshops to Register Valley Wells

Groundwater agencies across the San Joaquin Valley continued outreach to landowners on December 16, 2025, urging registration of irrigation, domestic and retired wells as required by local groundwater sustainability plans. The push matters to Fresno County residents because registration provides data agencies need to manage supplies, and missed deadlines can trigger late fees and penalties.

Groundwater sustainability agencies in the San Joaquin Valley ramped up in person assistance this week to help landowners register wells required under local groundwater sustainability plans. The Mid Kaweah Groundwater Sustainability Agency scheduled workshops on December 19 and January 16 at the College of the Sequoias Tulare campus where landowners can receive help providing well locations, operational status and estimated pumping amounts. Other local GSAs are offering similar sessions and outreach as registration windows continue.

Most local GSAs have set an initial registration deadline of June 30, 2026. In northeast Fresno County the North Kings GSA extended a registration grace period to January 30, 2026 to allow more owners to register without penalty. The extension followed an earlier November 30 deadline that resulted in nearly 6,000 wells registered, leaving roughly 1,000 wells still outstanding in that subbasin. North Kings officials have indicated a late fee example of 100 dollars per well will begin February 1 for registrations submitted after the extended grace period.

Workshops are intended to reduce confusion and make the process more accessible for owners who may not have digital records of well locations or pumping history. At these sessions staff can assist attendees with filling out registration forms, confirming operational status and estimating pumping amounts where exact metering is not available. Registration flyers and free parking passes are being distributed at workshop locations and are available on GSA websites for those planning to attend. Residents are advised to contact their local GSA for specific times, documents to bring and any additional assistance.

For Fresno County landowners, registering wells is not only a bureaucratic requirement, it is a step toward more predictable groundwater management that affects irrigation planning, domestic supply security and long term resilience. Those with questions about deadlines, fees or the registration process should reach out to their local groundwater sustainability agency through the contact information posted on each GSA website.
