Troy DeCarlo, 24, a Fresno resident who worked as a substitute maintenance and grounds worker for Selma Unified School District, was arrested at the district’s Transportation Yard and booked into the Fresno County Jail for possession of child sexual abuse material. Detectives contacted DeCarlo at the Transportation Yard after following up on a CyberTip and took him into custody.
Authorities say the arrest occurred Wednesday, Feb. 18, 2026, and involved multiple agencies. Detectives with the Central California Internet Crimes Against Children Task Force and Homeland Security Investigations assisted in the investigation and booking, and Fresno County Sheriff’s Detectives handled the on-scene contact and arrest. Deputies collected DeCarlo’s electronic devices for further analysis as part of the probe.
Selma Unified released a statement notifying the community of the arrest: “Selma Unified was alerted by the Fresno County Sheriff's Office that a district substitute employee was arrested today on charges related to possession of child pornography. The individual was hired as a substitute maintenance and grounds worker in December 2025. At the time of hire, the district conducted the required background check. There were no prior arrests, and fingerprint clearance was received before the individual was permitted to work in our district. This individual was not a permanent or full-time employee. He served only as a substitute maintenance and grounds worker and was used on an as-needed basis. When assigned to a work site, he was always paired with another maintenance worker. District records and the statement note DeCarlo was hired in December 2025 as a substitute and that his assignments were on an as-needed basis; the district said substitute maintenance staff were paired with another worker when on a job and do not enter classrooms during the school day to limit student contact. The statement also affirms the district completed a background check and received fingerprint clearance before allowing DeCarlo to work on school property.
At this stage, reporting and public records cited by authorities show DeCarlo was arrested and booked for possession of child sexual abuse material, but formal charging documents, counts, bail, court dates, and a booking number were not released publicly. No outlets or law enforcement releases identified victims or alleged on-campus abuse in connection with the arrest.
