Greensboro City Council met virtually at 5:30 p.m. on Tuesday, Feb. 3, 2026, with the city’s public notice emphasizing virtual access while agenda materials confirmed in-person access at the council chamber. The hybrid arrangement ensured residents could follow and participate whether they attended in person or watched from home.
The City of Greensboro posted that the meeting “would be held virtually and made available through multiple live and on‑demand viewing options.” The agenda materials note, “The City Council Chamber is open to the public.” For remote viewers, the live stream was carried on the city’s YouTube page at the handle @CityofGreensboroNC and on the Greensboro Television Network, which broadcasts on Spectrum channel 13 with a digital cable box, Lumos channel 31, and AT&T U-verse channel 99. GTN is also available on the Cablecast App and can be streamed live on the city’s GTN page.
Residents seeking to speak or submit comments were directed to the City Council Virtual Comments Form. The agenda language states: “To submit a comment or to request to speak to agenda items, please complete the City Council Virtual Comments Form (jotform.com). Please confirm if you wish to appear via zoom or in-person. Residents requesting to participate via zoom must submit the request by 5:00 P.M. the day prior to the Council meeting and will receive an email invitation to register with instructions on how to participate, including a unique password that cannot be used by other individuals. Zoom participants will be removed from the call following the conclusion of their item and are invited to observe the remainder of the meeting on the Greensboro Television Network (GTN). Residents may also register in-person on the night of the meeting using an on-site Qminder [...]” The city’s procedural guidance also requires that “Zoom participants must refrain from speaking until they are recognized and called upon.”
Council procedures and disciplinary language drawn from a council meeting transcript were cited to clarify rules of order and conduct. A Jan. 20, 2026 YouTube transcript explains that “Statute requires council members to vote on all matters unless a direct financial interest exists or if the council member serves on the board of a nonprofit organization that is receiving city funding. All motions will be moved and seconded and the presiding officer will announce the vote tally.” The transcript also includes the disciplinary statement that “physical altercations results in a 12-month suspension and may also subject the individual to criminal charges. Those suspended from in-person participation will retain the ability to attend virtually via Zoom, ensuring their right to free speech.”
