Gov. Abbott Visits Harris County During Early Voting, Addresses School Walkouts
Gov. Greg Abbott told supporters in Cypress that the attorney general and Commissioner Mike Morath are investigating grade-school walkouts as early voting opened Feb. 17.

Gov. Greg Abbott spoke to supporters in Cypress on the first day of early voting for the March primaries and cast recent grade-school walkouts over immigration enforcement as a matter under state scrutiny, saying, “The attorney general is involved, and the commissioner of education, Mike Morath, is involved, separately, investigations about that also.” ABC13 reported Abbott asked, “To what extent were educators, whether they be teachers or administrators or others, to what extent were they involved in this process?”
ABC13’s coverage described the protests as grade-school students demonstrating against ongoing immigration and customs enforcement actions and reported a string of state responses. The reporting preserved the phrasing that “The Texas Education Administration, led by Commissioner Morath, warned districts of that potential punishment and instructed them to mark protesting students as absent.” ABC13 also reported that “The state is considering withholding enrollment funding from districts where students protested” and that “Teachers also face the possibility of losing their licenses or jobs.”
Policy mechanics highlighted by the reporting tie funding to daily head counts: ABC13 noted “The state distributes money to schools based on daily enrollment,” which is the basis cited for the possible withholding of funds. The story did not identify which school districts experienced the walkouts or whether any district has yet had funding withheld; Abbott’s remarks cited involvement by the attorney general and Morath but did not include documents or district names.
A separate Houston-area appearance six days later drew a different set of announcements. Houston Public Media reported on Feb. 23 that Abbott unveiled a state-appointed Harris County task force aimed at reducing repeat violent offenders, saying the initiative would include Department of Public Safety troopers, Texas Rangers and local law enforcement and that he was flanked by DPS officials and victims’ advocates. That report ran under the headline “‘We are coming for you’: Abbott announces Harris County task force targeting repeat violent offenders.”
Houston Public Media’s account said Abbott pointed to unspecified statistics showing violent crime and murders in Harris County are trending down but added that “crime remains at front of mind for residents in the country’s fourth largest city.” The outlet reported that “As part of the task force, state and local law enforcement patrols are expected to increase in certain high-crime areas and neighborhoods of Harris County, which Abbott declined to detail on Wednesday.” The Feb. 23 piece also linked the plan to broader border-security moves, noting “The inspections of commercial vehicles are among several border security changes Gov. Greg Abbott announced in response to President Joe Biden's decision to rescind Title 42.”
Media artifacts underscore local attention to the Feb. 17 remarks: ABC13 posted video and a photo credited to Tom Abrahams and the station’s Facebook post about Abbott’s visit drew 927 reactions, 1.3K comments and 41 shares, with an ABC13 video clip posted to YouTube of the Harris County interview.
What remains immediate and concrete is the information gap: the reporting to date does not identify which districts held walkouts, whether any enrollment funding has been formally withheld, whether any teachers have been placed under investigation or discipline, or the task force’s timeframe, patrol locations and command structure. As early voting continues across Harris County, state and local agencies, including the attorney general’s office, the office of Commissioner Mike Morath, DPS, Harris County law enforcement and affected school districts, will need to provide the written guidance, investigation records and operational orders that determine whether the penalties Abbott referenced are applied.
