Harris County Precinct 4 Commissioner Lesley Briones is scheduled to make an announcement at noon Thursday during the commissioners court meeting that will reportedly center around plans for a new Houston Texans training facility. KPRC 2 will be livestreaming the commissioner’s announcement, offering residents a front-row look at a project officials describe as a public-private partnership.

Officials from Precinct 4 and materials tied to the Houston Texans portray the proposal as more than a team practice site. Commissioners Lesley Briones (Precinct 4) and Tom Ramsey (Precinct 3) are listed as partners with the Texans and the developer Howard Hughes on a broader plan being called the Toro District. Project materials say the grouping is intended to deliver expanded parks and trails, infrastructure improvements, enhanced mobility and a future on-site Community Services Center to increase access to county resources. The partners also highlight internships and educational programs aimed at high school and college students.

Commissioner Briones framed the proposal in county priorities. “This public-private partnership reflects what we strive to do every day in Harris County, transform lives through education, job training, and employment opportunities. Bringing County resources deeper into the heart of this fast-growing area of Northwest Harris County will create good paying jobs, allow more convenient access to County services, enhance health and wellness with new green spaces, and increase connectivity with needed infrastructure investments,” she said in partner materials. Briones added that, as a former teacher, she is energized by the planned collaboration with students and by efforts to keep the Texans in the region: “As a former teacher, I am especially energized by the collaboration that will take place with high school and college students through internships and other educational programs. The Toro District is a huge win for our community. We keep our beloved Texans here at home, and are catalyzing a [...]”

The announcement arrives amid other Precinct 4 initiatives that emphasize safety, flood mitigation and neighborhood improvements. Briones’ office recently promoted the Crosswalks 4 Precinct 4 program, launched during winter break to repaint crosswalks, curbs, stop bars and turn arrows at more than 20 school-area locations across Alief, Cy-Fair, Katy, Tomball and Waller ISDs. “What this initiative is, is our Precinct 4 Road and Bridge crew will be repainting and making 20 crosswalks across Precinct 4 safer,” Briones said. “Safety is my top priority, and as a mother of three and as a former teacher myself, I'm so happy that my team and I can double down, take action to keep our families safe.”

Many specifics remain unsettled in public materials. Neither precinct releases nor team materials included an exact site address, project budget, construction timeline or the legal and financial structure of any deal. It is also not yet clear whether county funds or incentives would be part of the arrangement or whether formal votes or agreements have been filed.

For Harris County residents the proposal promises potential economic and quality-of-life gains: job creation, expanded green space, and closer access to county services in the fast-growing northwest quadrant. The next concrete details likely will appear in the commissioners court presentation, any posted press release and follow-up statements from the Houston Texans and Howard Hughes. Residents can watch the noon commissioners court livestream for the first public account and expect further filings or community briefings as the plan moves from concept to any formal approvals.
