Harris County has agreed to pay $1.25 million to resolve a federal civil‑rights lawsuit tied to the 2021 beating death of 19‑year‑old Fred Harris, a 98‑pound teen with special needs who was attacked inside a Harris County jail cell, Houston Public Media and KTRK/ABC13 report.

A settlement agreement obtained via public records and reviewed by Houston Public Media shows $1.2 million will be paid to civil rights attorney Randall Kallinen’s law firm on behalf of Dallas Garcia while $50,000 will go to Fred Harris’s estate. Houston Public Media reported the settlement was reached in January and that the agreement includes a broad provision barring Dallas Garcia from making any future claims or causes of action against Harris County related to the incident. Houston Public Media also reported Kallinen had said details about the payout were considered private and did not immediately respond to follow‑up requests.

The federal complaint, filed by Dallas Garcia in 2022 nearly a year after Harris’s 2021 death, alleged the jail was severely understaffed and that those staffing failures allowed the murder to occur. KTRK/ABC13 reported the lawsuit said Harris wore a wristband indicating he should not be placed with potentially violent inmates and that Harris required escorts and protections because of his disability, but those accommodations were not provided. KTRK quoted the complaint as saying, “Based upon the facts, it is unlikely Fred would ever have been convicted.”

KTRK/ABC13 reported background details in the complaint showing Harris graduated from Stafford High School without disciplinary issues and had never been convicted of a crime before October 2021. KTRK said Harris had never been arrested prior to October 2021, when he allegedly “exhibited a knife” and was booked on charges of aggravated assault with a deadly weapon; no one was injured in that incident. Harris was 19 at the time of his death and weighed 98 pounds, according to Houston Public Media.

The inmate who killed Harris, Michael Ownby, was described in reporting as a repeat violent offender more than twice Harris’s size.
