Precinct 4 shuts down north Harris County illegal game room

Precinct 4 shut down an illegal game room near Veterans Memorial Drive and Broad Haven Drive after tips led detectives to a sports and billiard bar in a north Harris County strip center. Investigators said they found nearly 70 gambling machines, seized more than $5,700 in suspected gambling proceeds and recovered paperwork they believed documented the operation.

Criminal charges were filed against Judyth Villalobos for operating a gambling facility without a license or permit. Shannon Hart, whom investigators identified as armed security at the location, was charged with unlawful carrying of a weapon with prior felony convictions and was also wanted on an active burglary warrant.

Constable Mark Herman has said illegal gambling establishments draw other criminal activity and can help fund more serious criminal enterprises. The case fit a longer enforcement pattern in north Harris County: Precinct 4’s Regulatory Enforcement Unit was created in 2009 to target illicit 8-liner game rooms, then expanded into broader criminal investigations involving human trafficking and prostitution, while the department has documented similar game-room raids in recent years. Texas Penal Code Section 47.03 bars operating or taking part in the earnings of a gambling place.

The signs investigators pointed to were the same ones residents should watch for: tips about illegal gambling, a business that looks like an ordinary bar or storefront but hides rows of gaming machines, and cash and records tied to the operation. Precinct 4 serves Atascocita, Kingwood, Humble, Spring, Klein, Tomball, Jersey Village and Cypress, and residents can report suspicious gambling through the precinct’s website or by calling 24-hour dispatch at 281-376-3472.
