Precinct 4 street-racing arrests include child endangerment charges

Harris County Precinct 4 deputies said multiple people were arrested in a street-racing operation that also brought child-endangerment charges, putting a familiar safety problem back in focus for the western side of the county.

The crackdown centered on illegal racing activity and the risk it creates when children are inside the vehicles. In one Precinct 4 case, Kevin Quinteros was accused of racing in the 20000 block of West Lake Parkway with a 7-month-old baby and a 3-year-old child in the vehicle. Another Precinct 4 case in 2023 ended with a man arrested for street racing who was later found to have an open felony warrant for the sexual assault of a child.

Constable Mark Herman has made street-racing enforcement a recurring focus of his office, pairing traffic stops with broader public-safety enforcement across Precinct 4. Herman was unanimously appointed constable on May 19, 2015, and was elected in November 2016. His office says it continues to use special operations, patrol services and warrant enforcement to confront the kinds of reckless-driving cases that have repeatedly raised child-safety concerns.

The office’s records division also notes that not every report can be released to the public, especially when a case involves juvenile suspects, child abuse or private matters. That limits some access to details in these investigations even as deputies continue to publicize enforcement actions intended to deter repeat offenders.

Precinct 4’s public-facing materials list the office at 6831 Cypresswood Drive in Spring and provide a 24-hour dispatch number, 281-376-3472, for residents reporting urgent public-safety problems. With street racing still surfacing in the area and child-endangerment allegations attached to some of the worst cases, deputies say the monitoring will continue.
