Hernando County adopts Tyler permitting system; process changes Feb.10-March2
Hernando County is switching to Tyler Enterprise permitting, changing permit and portal processes. Plan for modified operations from end of business Feb. 10 through March 2.

Hernando County will replace its permitting software with the Tyler Enterprise Permitting & Licensing System, a move the county says will modernize customer access and streamline how permits are processed. The Development Services Department will operate under modified procedures from the end of business day Feb. 10 through March 2, 2026, while the new system is brought online.
County officials stress continuity where possible. “All Development Services Department’s normal operating hours remain in effect.” Customers can still submit subdivision, residential zoning and commercial development permit applications during the transition. New construction applications may be filed in person at the office or emailed to emergencypermits@co.hernando.fl.us. Inspections will continue and may be scheduled by phone at (352) 754-4050 or by emailing the Building Department at emergencypermits@co.hernando.fl.us.
Contractors and permit applicants should act now on time-sensitive items. “Customers who have already been notified that permits are ready to issue are encouraged to complete those transactions before Feb. 10.” The current Contractor Permit Portal will be disabled beginning Feb. 10, and contractors are urged to “download, print, or save copies of any pertinent permit history, inspection history, or current permit status needed during this time.” Contractors should also be prepared to provide licenses, workers’ compensation and liability documentation for permit submittals or issuance.
Some services will be limited during the cutover. Code Compliance will continue to accept complaints but will not be able to accept payments or provide pay-off information for liens, assessments or citations for the duration of the modified operations period. The Building Division’s current parcel and permit information website will be disabled and replaced with the new customer interface, and delays in fulfilling certain public records requests may occur.
A Planning & Zoning Commission hearing is scheduled for February 9, 2026, for file number SE-26-02. The applicants are Julie Vadell and Sabato Del Pozzo, requesting a Special Exception Use Permit for a family mausoleum on the north side of Rester Drive at the intersection of Kindlewood Trail, parcel key number 973520. Residents with an interest in that case should note the hearing date occurs immediately before the modified operations window and contact Planning & Zoning at (352) 754-4057 or planning@hernandocounty.us with questions.
Vendor material frames the upgrade as a long-term capability boost. Tyler’s Enterprise Permitting & Licensing product is promoted as a user-friendly, 24/7 online system with GIS intelligence, mobile inspection applications and centralized workflows, and is described as “trusted by over 750 agencies across the US and Canada.” With Esri-based GIS technology embedded, the platform aims to link planning, permitting and asset data for clearer decision-making. A testimonial on the vendor page reads: “Clients love [Enterprise Permitting & Licensing]. We love it. It’s easy on both sides. Technology has enhanced our ability to provide a more personal, human touch, which is a fantastic thing.”, Sara Diaz, Director of Information Technology, El Cajon, CA.
Practical next steps for residents and contractors: complete any time-sensitive transactions before the end of business Feb. 10; download and save permit and inspection histories; schedule inspections by calling (352) 754-4050 or emailing emergencypermits@co.hernando.fl.us; and contact Planning & Zoning at (352) 754-4057 or planning@hernandocounty.us with permit or hearing questions.
