The Holmes County Board of Commissioners posted several procurement notices on their public notices page, seeking qualified engineers and architects for projects ranging from sidewalk work in Millersburg to the restoration of the county courthouse's clock tower.

Among the postings is an RFQ for a Millersburg Sidewalk Engineer, listed on the commissioners' notices page alongside a separate, more detailed solicitation coordinated through the Ohio Regional Development Corporation. That second notice, issued by ORDC on behalf of Holmes County, sought statements of qualifications from architectural firms for the rehabilitation of Millersburg's downtown buildings, funded through State of Ohio Community Development Block Grant Program B-F-18-1BI-1.

The scope of work for the downtown rehabilitation project was extensive. Selected firms would handle project selection assistance, private rehabilitation specification preparation in compliance with the Village of Millersburg's Design Review Board standards, construction document preparation incorporating federal prevailing wage requirements, bid and award support, construction administration, and post-construction services. Firms interested in obtaining the full RFQ packet were directed to contact Stacy Clapper, Community Development Director at ORDC, by phone at (740) 622-0529 or by email at stacy@ordevelopment.com. Responses were due no later than 4:00 p.m. on March 29, 2019, submitted to Clapper at ORDC's office at 200 Main St-Annex Bldg in Coshocton.

The commissioners also sought design-build firms for the Courthouse Clock Tower Rehabilitation Project. That notice directed interested firms to request an RFQ from Christopher Young, P.E., P.S., who served as Criteria Engineer, at cryoung@holmesengineer.org. Qualifications for the clock tower project were accepted until 10:00 a.m. on February 3, 2020.

A separate administrative notice, signed by County Clerk Susan L. Schie, announced that the board would not hold its regular Monday meeting on October 14, 2019 in observance of the Columbus Day holiday. The next regularly scheduled business meeting was set for Thursday, October 17, 2019.

The notices page also listed entries for a Census Message and Tenant Landlord Facts, though neither included additional substantive detail in the posted materials. Taken together, the cluster of procurement activity reflected a period of active investment in Millersburg's built environment, from its historic downtown storefronts to the landmark clock tower anchoring the Holmes County Courthouse.
