Holmes County Youth Nicotine Compliance Checks Show Improved Results

Sixteen of 18 Holmes County tobacco retailers passed nicotine compliance checks in early 2026, pushing the county's overall compliance rate to 88.9% and marking a meaningful improvement over the previous year, when one in four stores sold nicotine products to a minor.

The Holmes County General Health District conducts the annual checks to ensure tobacco and nicotine products are not sold to individuals under the age of 21. The district's most recent round covered 18 of the county's 22 total tobacco retailers. The four remaining stores were not included in the checks, though the district has not specified why.

Of Holmes County's 22 retailers, convenience stores make up the largest share at 45.5%, followed by discount stores at 22.7%. Millersburg holds the heaviest concentration of tobacco retail in the county, accounting for nearly a third of all stores at 31.8%.

The 88.9% compliance rate represents a 13.9 percentage point gain from the previous year's 75.0%, when two of every eight stores checked — one in four — sold to a minor. The district has not publicly identified which two stores failed the early 2026 checks or detailed what enforcement actions, if any, followed.
