The California Strategic Growth Council awarded $21.7 million to the City of Eureka for the Sunset Heights infill housing project, a site near the Eureka Mall and WinCo area. The funding will help finance the first phase of construction and associated street and transit improvements that officials say will connect residents to jobs and services more safely.

The grant will support construction of 43 affordable units targeted to households earning between 30 and 60 percent of area median income. Rural Communities Housing Development Corporation will manage the project, and the funding package includes money for pedestrian and bicycle improvements, an east west bicycle boulevard proposal, and measures to increase transit frequency along nearby routes.

Beyond concrete and pavement, the award also funds active transportation and safety programming and partnerships to support workforce development and anti displacement efforts. Those elements are intended to pair housing production with services and training that help local residents benefit from construction jobs and reduced housing insecurity. The city and project managers are pursuing additional financing for a second phase that would add roughly the same number of units.

Local impacts are likely to be felt in several ways. The new units will expand options for lower income households in central Eureka, potentially easing pressure on the local rental market. Planned bicycle and pedestrian upgrades aim to make short trips safer and more attractive for people walking or biking, while increased transit frequency can provide more reliable alternatives to driving for commuters and shoppers in the area.

The award reflects a state level approach that ties housing investments to sustainable transportation and community stability. For Humboldt County residents, the Sunset Heights funding represents a tangible step toward more affordable housing close to amenities and transit, while also embedding workforce and anti displacement supports to help long term residents share in the project benefits.
