Man Arrested Near Pine Hill Elementary Raises School Safety Questions

Deputies from the Humboldt County Sheriff’s Office responded December 9 to the area of Vance Street and Bar View Court in Eureka after a member of the public reported an adult male walking near Pine Hill Elementary with his shorts pulled down. Officers contacted 37 year old Kevin Charles Astry, who reportedly became hostile, refused commands and actively resisted arrest. During the struggle Astry is accused of assaulting a deputy. Once restrained he was booked into the Humboldt County Correctional Facility on charges including indecent exposure, Penal Code 314 subsection 1, battery on a peace officer, Penal Code 243 subsection b, and resisting or obstructing an executive officer, Penal Code 69 subsection a.

The Sheriff’s Office issued the notification of the arrest on December 10 and asked anyone with information to contact the department or the tip line. The booking at the county correctional facility initiates the formal processing that will determine whether the district attorney files formal charges and what court proceedings follow. At this stage there has been no public release of additional evidence or planned court dates.

The incident occurred within sight of a neighborhood elementary school, a factor that elevates public concern even when no direct harm to students is reported. School zone safety and the allocation of patrol resources are likely to be immediate topics for residents, school officials and the Sheriff’s Office as the community assesses whether additional measures are warranted to protect children and families during arrival and dismissal times.
