Supervisors to Consider Appointing Resigning Aviation Director as Part-Time Interim

Justin Hopman is stepping down as Humboldt County's Aviation Director to return to his previous position in Florida, but the county isn't ready to let him go entirely. The Board of Supervisors will consider appointing Hopman as a part-time interim director at their Tuesday, March 24 meeting, an item placed on the Consent Calendar that would keep him working remotely 15 to 20 hours per week until a permanent replacement is hired.
The arrangement reflects a familiar challenge for rural counties: maintaining institutional continuity in a specialized department while conducting a full director search. Hopman's remote interim role, if approved, would bridge that gap without requiring him to remain in Humboldt County.
The aviation item is one of the more attention-grabbing pieces on what is otherwise a wide-ranging agenda. The board is also expected to move forward on accepting $850,000 in state cannabis equity funding for Project Trellis, a proposal that comes with a county match whose size has not yet been publicly specified. The state funds are part of California's cannabis equity program, and accepting them would mark a significant infusion for Project Trellis, whatever county dollars ultimately accompany them.
Also on the agenda is a $50,000 state-funded feasibility study that would explore whether McKinleyville should incorporate as its own city. The question of incorporation has long circulated in the unincorporated community north of Eureka, and the study would represent a formal step toward answering it, though the scope of the research and who will conduct it have not been detailed in county materials.

Infrastructure decisions include plans to seek bids for rehabilitation of the Rohnerville Airport runway and action on multiple Measure O-funded road maintenance and surfacing projects. The board will also consider approving a new election information management system along with a related budget adjustment, though no vendor name or contract cost appears in the agenda materials.
Supervisors will take up a proposal to rename Cesar Chavez Day as "Farmworkers Day," a symbolic change that carries weight in Humboldt County's agricultural communities. Approval of Phase 4 of the Town of Scotia subdivision also appears on the agenda, continuing the ongoing conversion of the company-owned town into a conventional residential community.
Rounding out the session are items tied to a county suicide prevention program, expansion of mental health services in the county jail, a restructuring of Public Works job classifications including new positions and salary adjustments, and a review of housing authority programs.
