Armed suspect’s multi-jurisdiction crime spree prompts regional investigations
A 38-year-old Oak Harbor man shot at officers in Clinton, then allegedly kidnapped a man in Oak Harbor and later shot a driver in Burlington before a pursuit into Snohomish County ended in an officer-involved use-of-force. The incidents triggered a multi-agency response and ongoing investigations that raise questions about interagency coordination, pursuit policy, and public safety across Island County communities.

On the evening of January 1 and into the early hours of January 2, a sequence of violent incidents involving a single suspect unfolded across Island County and neighboring Snohomish County. The first contact began shortly after 6:00 PM on January 1 when deputies responded to a domestic dispute in the 3800 block of French Road in Clinton. A deputy with the Island County Sheriff’s Office and an officer from the Langley Police Department approached a male subject who then pointed a gun and fired at officers. An officer returned fire and the suspect continued shooting before fleeing into nearby woods. Investigators later identified the suspect as a 38-year-old Oak Harbor man, and initial inquiry indicated no one was struck by that exchange.
Approximately an hour later, at roughly 7:00 PM, Oak Harbor Police Department received a report of a kidnapping in the 100 block of S.W. Lansdale Street. A 64-year-old Oak Harbor resident reported that the same male entered his residence, brandished a firearm and forced him to drive the suspect to Burlington. The victim was dropped off at an unknown Burlington residence and subsequently left unharmed. That incident was reported to police around 10:15 PM.

Burlington Police received an anonymous tip just after midnight on January 2 that the suspect was at a residence in the 1200 block of Kendra Lane. Officers monitored the address while attempting to verify the tip. At about 4:15 AM, officers observed a vehicle leaving the Kendra Lane residence and stopped it in the 1200 block of South Anacortes Street. During the stop, the passenger identified later as the suspect shot the driver. The injured driver exited the vehicle, the suspect took the wheel and fled. Responding officers rendered aid to the wounded driver, who sustained a non-life-threatening gunshot wound and was transported to Skagit Valley Hospital.
A subsequent pursuit carried into Snohomish County, where the stop concluded with an officer-involved use-of-force. Snohomish County’s Skagit-Island Multiple Agency Response Team is conducting the investigation of that stop, while the Skagit-Island Multiple Agency Response Team case number is 26-ST0001. The incidents highlight operational and policy questions for Island County law enforcement and local officials. Multiple agencies responded across jurisdictional lines, illustrating the reliance on regional coordination for critical incidents. The activation of multi-agency response teams aims to provide independent investigation and transparency for officer-involved shootings and related events, but the sequence also underscores the challenges of pursuit decisions, public safety in residential areas, and timely cross-jurisdictional communication.
For residents of Clinton, Oak Harbor and Burlington, the episode is a reminder of the potential for rapid escalation in domestic disputes and the community impacts of armed confrontations. Investigations remain active; authorities have not released charges or detailed findings. Officials say they will continue working across county lines to conclude inquiries and inform the public as outcomes are determined.
