Coupeville School District Names New Maintenance Supervisor to Oversee Facilities
Local coverage says Coupeville School District hired a new Maintenance Supervisor to oversee facilities upkeep; a Feb. 13 district directory lists Scott Losey as Maintenance Supervisor and safety officer (678-2408).

Coupeville School District reported hiring a new Maintenance Supervisor to oversee facilities upkeep, routine capital maintenance and coordination of day-to-day building operations across the district, according to local coverage published Feb. 24, 2026. The district role is described as a key operational post for school buildings and capital work.
A February 13, 2026 Whidbey News-Times article reproduced a district staff directory that lists Scott Losey as Maintenance Supervisor and identifies him as the district’s safety officer, reachable by phone at 678-2408 and by e-mail at slosey@coupeville.k12.wa.us. The directory excerpt does not show a hire date, and the Feb. 24 coverage did not name the individual cited as the new hire; the two items identify the same title but do not explicitly link the Feb. 24 hiring announcement to Losey by name.

Superintendent Shannon Leatherwood also used a community newsletter to announce two other administrative hires that will be finalized after school board approval. The newsletter, reported Feb. 13, says Stacy Larsen will begin as director of Business and Finance beginning in March and Dr. Heather Ireland will take the director of Special Services role in July, pending board action.
Dr. Heather Ireland’s credentials and experience are described in the district announcement: she holds a doctorate in educational leadership from Washington State University, holds superintendent and principal certifications and has 29 years in education with experience in rural public education, special education and multilingual learner programs. Leatherwood told the Coupeville Sports blog that “Dr. Ireland specializes in Section 504 coordination, district assessment, IDEA compliance and paraeducator support,” and added, “Her proven track record in maintaining strong alignment to district vision and ensuring both state and federal compliance makes her an excellent fit for our district.”
Stacy Larsen’s background in finance is detailed in the district notice. Larsen most recently served as vice president of finance for Lighthouse Mission in Bellingham, previously managed financial and administrative operations at Living Word Church in Oak Harbor and has served as chief financial officer and president of EXA Data & Mapping, Inc. The announcement frames Larsen’s hire as a move to apply budgeting, forecasting and long-range financial planning skills to district operations beginning in March.
The district directory and resources excerpt included additional staffing and policy details that shape operations. Will Smith is listed as Technology Supervisor; Rob Wallace as Transportation Supervisor and Driver Trainer; Laura Luginbill as Food Service Director; Arianna Bumgarner as Student Services Liaison for bilingual, migrant, McKinney-Vento and foster care services; Rebecca Cays as Middle School Principal; Dan Berard as High School and Open Den Principal; and Brian Gianello as Director of Finance & HR. The directory also assigns social media contacts by site, Jim Dunn district-wide, Shelly LaRue at Coupeville Elementary, Lisa Yoder at Coupeville Middle and Aimee Bishop at Coupeville Open Academy, and reiterates district guidance that staff will receive instructions from supervisors and the Tech Supervisor on maintaining FERPA restrictions and appropriate social media content.
The superintendent closed the community letter with a forward-looking message for families and staff: “We are confident that this transition will continue to strengthen our schools and enhance the educational experience for all students. We appreciate your continued support of Coupeville schools and look forward to partnering with you as we move forward together.” Finalization of the administrative appointments depends on school board approval, and the district has not yet published a dated personnel action tying the Feb. 24 maintenance hire to the directory listing.
