The victim was left at an unknown address in Burlington and was reported unharmed.

Later that night Burlington police received an anonymous tip and observed a vehicle believed to contain the suspect. Around 4:15 a.m. Jan. 2 officers stopped the vehicle. During the stop the passenger, later identified as the same suspect, shot the driver, then moved into the driver’s seat and fled. The driver suffered a non-life-threatening gunshot wound and was treated at Skagit Valley Hospital.

The fleeing vehicle crossed into Snohomish County where the pursuit ended in an officer-involved use of force in Everett. Snohomish County authorities have reported the suspect was killed; the final shooting is being investigated by Snohomish County’s version of the Multi-Agency Response Team. Portions of the incident that occurred in Island and Skagit counties are under review by the Skagit Island Multiple Agency Response Team.

Island County Sheriff Rick Felici and the Oak Harbor Police Chief have provided timelines to local officials and the public, and investigators from the multi-agency teams say they will conduct independent reviews of the use of force and pursuit actions.
