Barking Sands awarded Navy Shore Battle E for community readiness
The Pacific Missile Range Facility at Barking Sands won the 2025 Shore Battle Efficiency Award, recognizing mission support, upgrades, and quality-of-life gains for the Kauai community.

The Pacific Missile Range Facility at Barking Sands was named a recipient of the inaugural 2025 Shore Battle Efficiency, or Battle E, Award by Commander, Navy Installations Command, an honor announced Jan. 9, 2026. PMRF earned the award in the small-installation category outside the continental United States for excellence in generating and supporting combat capability while sustaining mission continuity and readiness.
The Navy credited PMRF with supporting fleet training and test events, modernizing infrastructure, and strengthening resilience. Inspectors also noted improvements in quality of life for military families, including new child and youth program playgrounds and expanded fitness and recreation facilities, along with strong security and compliance ratings recorded in CNIC assessments. PMRF leaders described the recognition as the result of installation-wide teamwork that kept operations steady through the last year.
For Kauai County residents, the award matters beyond military prestige. Investments in infrastructure and resilience at Barking Sands can reduce operational interruptions during severe weather and other emergencies, lessening the secondary impacts on local services and supply chains. Expanded fitness and youth spaces support physical and mental well-being for service members and families who live and work on Kauai, which can indirectly ease demand on local health providers by promoting preventive health and family stability.
The Battle E also signals potential shifts in resource priorities. Recognition from CNIC typically brings visibility and may influence future funding or partnerships. For a rural island economy that relies on a mix of tourism, agriculture, and defense-related jobs, continued investment at PMRF can sustain civilian employment opportunities and bolster the local tax base. At the same time, community leaders and public health officials must ensure that upgrades translate into equitable benefits across the island, particularly for off-base residents and historically underserved populations who may not automatically share in base improvements.
Security and compliance ratings cited in the award reinforce the base’s operational standards, which matter for public safety and environmental stewardship. As PMRF continues to host fleet training and tests, county officials will want clear communication channels with base leadership on noise, air and sea activity, and emergency procedures to protect residents’ health and livelihoods.
The Battle E recognition is a reminder that military readiness and community well-being are linked on Kauai. Coordinated planning between the base, Kauai County agencies, public health providers, and community groups can turn infrastructure gains into broader resilience for the island.
The takeaway? Keep an eye on how PMRF rolls out these improvements, ask how local families and public services can benefit, and stay engaged in county conversations about emergency preparedness and equitable access to the island’s growing resources. Our two cents? If you live near Barking Sands, check county notices about community meetings and emergency planning so you know how these changes affect your household.
