Haleilio Road Lane Closures Scheduled in Kapa'a Through May 1

Haleilio Road in Kapa'a will narrow to a single lane beginning Tuesday, April 8, when Maui Kupono Builders, under contract with the Kaua'i County Department of Public Works, begins a second phase of road repaving between Wailana Road and Eggerking Road. The closure runs daily from 8 a.m. to 4:30 p.m. through May 1, spanning the full morning commute and midday school-hour window.

Flaggers will be stationed at the work zone to direct vehicles through the single open lane. Public Works is asking drivers to use alternate routes, build extra travel time into their schedules, and account for potential changes driven by weather.

This is not the first time Maui Kupono Builders and Public Works have worked this corridor. The same team closed the Wailana-to-Eggerking segment for three days from February 25-27, operating from 8 a.m. to 3:30 p.m. The jump to a nearly four-week window signals a significantly expanded scope, though the county has not publicly released the pavement condition data, crash history, or engineering assessment that established why May 1 is the target completion date. Public notices have not addressed contingency plans if spring rains push the project past that deadline, nor specified what safety measures will be in place for pedestrians and cyclists using the corridor during the daily closure window.

The Kahului-based firm, established in 2007 and categorized under highway, street, and bridge construction, has been a consistent contractor on Kapa'a roads. Maui Kupono Builders also handled single-lane closures on Kamalu Road from November 21-30, 2025, under the same county arrangement. The company holds pavement reconstruction contracts across Hawaii ranging from approximately $873,000 to more than $6.2 million.

The Haleilio Road work coincides with a separate active construction front nearby. Hawaiian Dredging Company Inc. is conducting utility excavation on Kawaihau Road between Kapuni Road at Kapahi Park and the Kapahi Road intersection, running weekdays through May 2026 from 8 a.m. to 3:30 p.m. Scott Suga at the Kaua'i Department of Water and Chansen Oshiro at Hawaiian Dredging are the listed contacts for that project. Drivers navigating the east side should expect reduced road capacity on multiple routes through the spring.
