Kaua‘i County Officials Remind Residents of Curbside Refuse Collection Rules
Kaua‘i County reminded residents to place only bagged refuse inside carts for automated curbside pickup; following the rules keeps collection safe and on schedule.

LĪHU‘E, Jan. 27, 2026. Kaua‘i County Public Works Solid Waste Division reminded Garden Isle residents that curbside refuse collection relies on automated trucks and strict cart rules to keep service safe and efficient. Officials said following collection guidelines reduces delays and helps maintain a cleaner islandwide environment.
The division emphasized operational limits that affect everyday curbside routines. Because of union contract requirements, drivers cannot exit their vehicles while on route. For that reason, only refuse properly bagged and contained inside the cart can be collected. Loose or spilled rubbish outside the cart cannot be picked up, making it especially important to follow all collection rules.
Enforcement measures are already in place for violations. Residents whose carts are tagged for a violation must transport their trash to the nearest transfer station or landfill. The county instructs residents who placed trash at the curb on time and followed all rules but still missed collection to call 808-241-4841 for assistance.
The reminder is a civic-service notice for households across Kaua‘i County that use municipal carts. Proper bagging and containment matter not only for schedule reliability but for driver safety and neighborhood cleanliness. For households that share alleys or tight driveways, the automated-collection requirement means extra care is needed when securing bags inside the cart before the truck arrives.
For additional information or with any questions, residents are asked to visit the Kaua‘i County Public Works Solid Waste Division website or contact the Solid Waste Division at 808-241-4841 or via email at solidwaste@kauai.gov. The county’s guidance aims to reduce missed pickups and the time crews spend addressing avoidable problems.

As context from other municipalities, a separate program in Tampa, Florida - called “Curb to Compost” - recently banned plastic bags from yard-waste collection and prompted widespread notices to homeowners. That program’s mayor framed the change as an environmental step: “I know that people are somewhat resistant to change, but this is a great environmental step for the City of Tampa,”, Mayor Jane Castor. Tampa officials reported issuing more than 5,000 notices since a Feb. 1 rule start, underscoring how new rules commonly produce initial compliance challenges; Kaua‘i’s reminder is an effort to head off similar problems locally.
