Kaua‘i County Seeks Proposals for Homeless Program Grants
Kaua‘i County Housing Agency released a request for proposals on December 15, 2025 seeking applications for Homeless Program grants to fund services for people experiencing homelessness. The funding priorities reflect the draft Five Year Homeless Strategic Plan, and awarded projects will run from March 1, 2026 to February 28, 2027, making this a near term opportunity for local service providers.

On December 15, 2025 the Kaua‘i County Housing Agency issued a request for proposals for Homeless Program grants, posting the full RFP on the County’s Homeless Support webpage. The grants are intended to provide critical services to people who are currently experiencing homelessness and are guided principally by the draft Five Year Homeless Strategic Plan completed in November 2025.
Applications must be received by January 30, 2026 at 4:30 p.m. Proposals submitted after that deadline will not be considered. Applicants are required to submit proposals as a single PDF via email to homelessprogramgrants@kauai.gov. Mailed or faxed submissions will not be accepted. Applicants are expected to demonstrate both program impact and fiscal soundness, with priority given to proposals that show the greatest community benefit while maintaining financial stability.
Award notifications are scheduled for the week of February 15, 2026, and funded projects will operate from March 1, 2026 through February 28, 2027. The timeline gives local nonprofits and service agencies a narrow window to prepare applications and to align proposed services with the county strategic framework and measurable outcomes.
To assist applicants the Housing Agency will host informational webinars on January 6 and January 12, 2026 at 10:00 a.m. Each webinar will provide an overview of the request for proposals and the selection criteria. The agency will accept questions via email through January 15, 2026, and responses will be posted in the online RFP materials. Questions about the grant program must be emailed to homelessprogramgrants@kauai.gov by January 15, 2026 at 4:00 p.m.

The County has included accessibility supports for the application process. If an American Sign Language interpreter, materials in an alternate format, or an interpreter for a language other than English is needed, contact Farah Aquino at 808 241 4427 or faquino@kauai.gov as soon as possible so the County can make arrangements. Upon request the notice and materials are available in large print, Braille or electronic copy.
