Kootenai County Jail announced a new mail rule that will require sealed legal mail to be sent through the U.S. Postal Service beginning Feb. 23, 2026. The overdose response strained jail operations, officials say. During the incident six of nine deputies were occupied taking inmates for medical care, producing what has been described as a critical staffing shortage. “It is pretty shattering. It depletes our resources real quick,” Kootenai County Sheriff’s Office Lieutenant Mark Ellis said, adding, “We actually had patrol deputies come in to help with the investigation and to make sure the jail was still safe.” The jail also asked local law enforcement to limit arrests to only crucial instances until staffing stabilized.

Sheriff Robert Norris emphasized that the new rule applies to legal mail only and does not alter how non-legal mail is handled. “There will be no changes to the current procedures for receiving non-legal mail,” he said. The sheriff’s office has also maintained other inbound-mail rules, including prohibitions on third-party mailings and content that depicts sexual activity; the jail’s website notes that hardcopy personal books have not been accepted since Oct. 31, 2025, and that inmates have access to approved electronic tablets for reading material.
