Kootenai County legal notices list name-change petitions, district hearing dates

Kootenai County’s Feb. 12 legal-notice roundup lists multiple statutory courthouse filings and highlights name-change petitions for local residents, naming Annalee Alicia Fox of Rathdrum and Levi Ayden Grassi of Coeur d’Alene while noting there is “hearing information for the District.”

The county summary as published reads in full: “Legal notices published Feb. 12, 2026, featuring several statutory courthouse filings for Kootenai County. Outside Idaho, multiple Albany County procurement notices published for Feb. 12 list submission addresses, room numbers and deadlines at 112 State Street in Albany. One procurement posting states: “Sealed Proposals for EMS Billing Software as requested by Albany County Sheriff’s Office will be received by the Albany County Purchasing Agent, Room 820, 112 State Street, Albany, New York 12207 until 4:30 PM, local time on Friday, February 27, 2026 and or electronic submission Bid Net, Empire State Purchasing Group.” The Purchasing Agent block in those captures is printed as: “Pamela O Neill Purchasing Agent Dated: Albany, New York February 3, 2026 EV 2/12/26.”

Two additional Albany notices set 11:00 AM, local time on Thursday, February 26, 2026, as the bid deadline for goods. The capture contains the verbatim lines: “Sealed Bids for Child Passenger Safety Seats as requested by Albany County Department of Public Works will be received by the Albany County Purchasing Agent, Room 820, 112 State Street, Albany, New York 12207 until 11:00 AM, local time on Thursday, February 26, 2026” and “Sealed Bids for Asphalt Materials Only as requested by Albany County Purchasing Cooperative will be received by the Albany County Purchasing Agent, Room 1000, 112 State Street, Albany, New York 12207 until 11:00 AM, local time on Thursday, February 26, 2026.” All three Albany notices include the procurement-administration phrase that RFB documents “may be available for download from the Empire State Bid System website at starting by close of business (4:30 p.m.) on February 12, 2026,” with the capture omitting an actual URL.

From Alamance County, North Carolina, three probate-publication captures include case identifiers and bar dates. For case 26 E 000114-000 the Executor’s Notice names decedent Alvis Lee Robertson and executor Angela R. Dalton aka Angela Robertson Dalton, with claims to be presented c/o Deal Law, PLLC, 1153 Huffman Mill Road, Burlington, NC 27215 on or before the 13th day of May, 2026; the notice is dated “This the 12th day of February, 2026” and lists publication run Feb. 12,19,26, Mar. 5, 2026. A second Executor’s Notice for case 26 E 000104-000 names decedent Bud Franklin Turner, executor Enzer Perry, attorney Seth M. Gerringer at Deal Law, PLLC, and the same May 13, 2026 bar date and publication run. An Administrator’s Notice for case 25 E 000565-000 names decedent Michael Wayne Cecil and administrator Robin Jolene Suitt Cecil, with claims to be presented to 1103 W. Old Glencoe Road, Burlington, NC 27217 on or before May 13, 2026; that notice is dated “This the 9th day of February, 2026” and carries the identical publication schedule.

A Federal Register capture shows NASA’s “ACTION: Notice of intent to grant exclusive, co- exclusive or partially exclusive patent license.” The notice lists U.S. Patent 8,468,794 (“Electric Propulsion Apparatus”), U.S. Patent 9,297,368 (“Multi- Thruster Propulsion Apparatus”) and U.S. Patent 9,494,143 (“Ion Optics”), and names the proposed licensee as “Desert Works Propulsion, LLC, having its principal place of business in Carrizozo, New Mexico.” The capture gives a comment deadline: objections “no later than February 27, 2026” and repeats that “NASA has not yet made a final determination to grant the requested license and may deny the requested license even if no objections are submitted within the comment period.” The Federal Register entry is shown in the capture as FR Document: 2026-02807, Citation: 91 FR 6664.
