Post Falls has moved the Quarry Sports Complex from planning to construction, awarding LaRiviere, Inc. the first phase of a project city leaders have spent years assembling with park impact fees and a federal grant.

The city council’s vote cleared the way for work to begin on the 26-acre site at Cecil Road and Killdeer Avenue, near Prairie Avenue and Charleville Road and less than half a mile west of Highway 41. City documents say Phase 1 is expected to start in spring 2026 and be finished in spring 2027, giving residents their first look at a long-discussed park investment that has been in development for years.

The first phase comes with a hefty price tag. In November 2025, the city said its Land and Water Conservation Fund grant for Quarry required a 50% match paid through park impact fees. The total grant project budget was listed at $2,764,985, while the overall Phase 1 construction estimate came in at about $5 million. City officials also said Phase 1 design was 90% complete at that point, showing how far the project had advanced before the bid was finally awarded.

The March 11 bid posting set the pace for the spring award. Bids were due April 1, and the city held a mandatory pre-bid meeting on March 18. The bid documents also note that parts of the project are federally funded and must comply with the Build America, Buy America Act.

What residents will see on the ground this spring is a major first step, not a finished regional park. Phase 1 calls for a 125-stall parking lot, two full-size multi-use fields, a large restroom and shelter building, a concrete entry plaza and a fenced maintenance yard. The bid package also includes grading, demolition, retaining walls, irrigation, sanitary sewer, storm water facilities, fencing, lighting, landscaping and site furnishings such as benches, trash receptacles and mutt-mitt dispensers.

The project was originally known as the Tullamore Sports Complex before city leaders changed the name because Post Falls already has a Tullamore Park. In August 2024, officials said the city had collected about $5.9 million in park impact fees and still had about $4.3 million available after other park projects, underscoring how the complex fits into a broader capital plan.

Quarry was also described by the city as its fifth and largest Land and Water Conservation Fund grant. Robbie Quinn, the city park planner, has said the work will continue in phases as funding allows. A fully built-out Quarry Sports Complex is intended to help meet community needs into 2040, making this spring’s dirt work the first visible payoff after years of planning.
