A Hayden neighborhood saw a heavy police response Thursday night after Thomas David Palmer, 37, barricaded himself inside a home on Janice Street, drawing the Kootenai County Joint Agency SWAT team to the scene around 10 p.m.

The residence sat between Government Way and U.S. 95 north of Hayden Avenue, an area where nearby homes can be quickly affected when a warrant service turns into a barricade. Authorities said Palmer was wanted on a stalking warrant, and officers said the call escalated because he would not come out despite repeated efforts to get him to surrender.

After those attempts failed, officers used OC gas. About 40 minutes later, Palmer ran out of the house, and officers tackled him and took him into custody. Police said Palmer had fought with law enforcement during previous arrests, a history that helped explain why the response included a tactical team instead of a routine arrest.

Court records tied several charges to the arrest, including resisting or obstructing officers, stalking in the first degree and possession of contraband. Bond was set at $75,000 on each of five charges and $300 on one additional count, a signal that prosecutors and law enforcement treated the case as serious.

The standoff also fit a recent pattern in Kootenai County in which joint SWAT resources have been used in high-risk arrests involving barricaded suspects and stalking allegations. On March 16, the Kootenai County Sheriff’s Office said the same joint SWAT team arrested Justin R. Raper, 37, after deputies said he allegedly stalked a victim, entered a residence without permission, held the victim against their will and later sent a threatening photo showing a firearm.

For Hayden residents, the Palmer arrest was a reminder of how fast a warrant service can disrupt a neighborhood when officers face a barricaded suspect with a history of resistance. The scene unfolded late, ended without a prolonged confrontation, and left a clear record of the risks that surround these calls in Kootenai County.
