Eugene Moves into Formal Phase for Urban Growth Strategies
On November 24, 2025 city staff asked the City Council to initiate a formal adoption process for the Urban Growth Strategies project, the next stage of implementing Envision Eugene. The procedural step allows staff to convert planning concepts into code language and map changes, a development that will affect where housing and jobs can locate and how neighborhoods grow.

City planning staff took a consequential procedural step on November 24, 2025 when they requested that the Eugene City Council initiate a formal adoption process for the Urban Growth Strategies project. The initiation does not itself change rules, but it authorizes staff to translate planning concepts into formal code wording and mapped land use designations for public review and deliberation.
The Urban Growth Strategies work is framed as the next stage in implementing Envision Eugene, addressing the citys 20 year housing and jobs needs and evaluating land availability and required plan and code amendments. The project includes potential updates to the Comprehensive Plan, parcel specific land use designation mapping, an examination of whether an urban growth boundary expansion is needed, and evaluation of tools and actions to produce more housing. Concepts in project materials include proposals for micro village housing and designations intended to support climate friendly development.
A public timeline posted on the Engage Eugene hub outlines a sequence of staff preparation followed by review by planning commissions, public hearings, technical analysis and eventual City Council decisions. Project materials available to the public include draft chapters, maps, videos and surveys intended to gather community input as staff moves from concept work to detailed code drafting and map changes.

For Lane County residents the stakes are tangible. Changes proposed through Urban Growth Strategies will shape where housing and jobs are allowed, the intensity and type of development in different neighborhoods, and the citys ability to meet local climate and affordability goals. Parcel specific mapping could alter expectations for individual properties and neighborhood plans, while consideration of an urban growth boundary expansion could affect development patterns on the urban fringe.
Officials and planners are calling on residents to review the draft materials and take part in upcoming meetings and comment opportunities on Engage Eugene. As the process progresses from initiation into formal hearings and code drafting local participation will influence how the city balances growth with neighborhood character, affordability and climate resilience.
