Registered Sex Offender Arrested After Allegedly Grabbing Woman in West Eugene

A 19-year-old Eugene woman was walking along Bailey Hill Road when Kerry Michael Diamond approached her, made comments about her body, and tried to grab her. She waved at passing drivers on West 11th Avenue for help. None stopped.

Diamond, 36, is a registered sex offender with two prior arrests in Eugene for similar predatory behavior. His March 31 encounter with the woman near Bailey Hill Road and West 11th Avenue, reported to 911 at 11:33 a.m., ended with him fleeing eastbound on foot before two Eugene Police Department officers located and detained him. He was booked into Lane County Jail on charges of Attempted Sex Abuse in the Third Degree, Attempted Harassment, Disorderly Conduct in the Second Degree, and Criminal Trespass in the Second Degree. No injuries were reported.

The arrest was Diamond's third in roughly two years, each following a recognizable pattern. In January 2023, he was arrested after harassing multiple women from a van across Eugene, facing charges that included Sex Abuse in the Third Degree, three counts of Disorderly Conduct in the Second Degree, and Failure to Register as a Sex Offender. In June 2024, he was arrested again after following a woman into a store near West 11th Avenue and Seneca Road, soliciting her for sex, and committing public indecency.

Lane County District Attorney Christopher Parosa publicly condemned the cycle Thursday. "This is an outrageous situation that we've been put into," Parosa said. "This is a failure of public policy."

Parosa pointed to a February psychologist's evaluation labeling Diamond "med not able," a finding that he cannot aid in his own defense. Parosa described the designation as giving Diamond "a get out of jail free card," warning it could allow his release despite what EPD described as recent, ongoing calls for service involving similar conduct.
