Springfield officers first contacted the scene at 12:20 p.m. on March 5 after responding to a residence in the 600 block of Lochaven Avenue regarding a disorderly subject. Initial investigation at the Lochaven Avenue address established probable cause to arrest Downs for fourth-degree assault, but officers reported he had left the location prior to their arrival and could not be located during an earlier search of the neighborhood.

Officers later spotted Downs’ vehicle northbound on Gateway Street at about 6:30 p.m., and an attempted traffic stop turned into a vehicle pursuit. The Springfield Police Department said, "The pursuit went north on Gateway, through several parking lots, before Downs attempted to drive over a berm next to the roadway on International Way. The vehicle became stuck against a retaining wall ending the vehicle pursuit."

After the vehicle became stuck, Downs exited and attempted to run. "Downs exited his vehicle then attempted to flee on foot. K9 Poker was able to apprehend Downs who was taken into custody without further incident," the department reported. Springfield police took Downs into custody at the International Way scene; officers then brought him to a hospital for treatment of minor injuries sustained during the incident.

Following treatment, Downs was transported to the Lane County Jail and lodged on at least one charge tied to the earlier Lochaven Avenue investigation: probable cause for fourth-degree assault. Springfield Police Department summaries did not list additional charges, booking numbers, bail amounts, or an arraignment date in the material made available with the incident report.

The arrest involved Springfield Police Department assets including the K9 unit K9 Poker; the department’s account did not indicate use of spike strips or operational assistance from Oregon State Police or the Lane County Sheriff’s Office in this March 5 pursuit. A separate pursuit described elsewhere in local law enforcement summaries, involving a different suspect, David Johnathan Guggenmos, and spike-strip deployment, occurred March 4 and is not connected to the Downs case.
