Three Rivers Casino Resort Debuts Mobile Sports Betting App for Florence Guests
Three Rivers Casino Resort in Florence launched a mobile sports betting app March 27 that works only while guests are physically on tribal land.

Three Rivers Casino Resort rolled out a mobile sports betting application for Florence guests on March 27, giving patrons of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians' coastal property a way to place wagers from their phones without leaving their restaurant table or hotel room.
The app, built by Internet Sports International (ISI Sports), works only within the physical boundaries of the Three Rivers property. A geolocation system certified by Gaming Laboratories International (GLI) verifies that each bettor is on tribal land before any wager processes, shutting the app off the moment a guest steps off the property. That hard limit separates this product from Oregon's only statewide mobile sportsbook: DraftKings operates under an exclusive Oregon Lottery partnership and is available to any registered user anywhere in the state. Three Rivers guests can wager through the app only while physically on the Florence property.
That restriction reflects Oregon's regulatory structure. Tribal casinos operate under a framework separate from the Oregon Lottery, confining their sports betting to on-site retail customers. The app doesn't change that jurisdiction; it extends the sportsbook counter to every corner of the resort, from the gaming floor to the hotel and dining venues.
Rick Ray, Three Rivers' Director of Gaming Operations, framed the launch as an upgrade for sports bettors already on the property. "At Three Rivers, we have thoughtfully created a multi-faceted gaming experience for all types of players, including our sports bettors," Ray said. "Now, in this partnership with ISI Sports, we are excited to offer our guests the convenience of mobile sports betting. Whether they're relaxing in one of our several restaurants, or playing their favorite game, they can place sports bets instantly without having to leave their seat."
ISI Sports President Bill Stearns called the rollout a milestone for the Florence sportsbook. "We are thrilled to be a part of this major milestone at Three Rivers Casino. Their sportsbook patrons now have access to a broad range of betting options, including many in-play wagers," Stearns said. "The ISI platform is flexible, allowing our customers to expand their offerings as their needs evolve."
The GLI certification process included a detailed geolocation review to verify accurate location detection. The app supports in-play wagering, meaning bets placed while a game is already in progress, alongside a broader menu of pre-game markets.
For Florence, the launch represents continued investment at a resort that functions as a significant economic anchor for the area. Mobile betting access across the full property could modestly extend time spent at dining and entertainment venues, with any revenue increase flowing through tribal government programs and local employment. Whether the app shifts guest behavior in measurable ways will take time to assess; no usage or revenue figures have been released.
The convenience, however, draws scrutiny from public health advocates. Oregon's sports betting is the Oregon Lottery's fastest-growing segment, with revenues jumping 36 percent from 2023 to 2024. The Oregon Health Authority estimates there are 88,000 Oregonians with gambling disorders and another 180,000 at risk for developing a problem. Mobile access, even geofenced to a single resort, eliminates one small but real deterrent: the walk to the sportsbook counter.
