Illinois Department of Transportation crews broke ground April 1 on a pavement resurfacing project along Route 106 west of Winchester, opening a construction zone that runs from the Hillview Blacktop to the U.S. 36 junction before extending east through Winchester to Commercial Street. The project is projected to continue through early August, with the exact pace dependent on weather conditions and contractor sequencing.
IDOT's resurfacing process involves milling the existing pavement, applying a new asphalt overlay, re-striping lane markings, and completing drainage and shoulder repairs along the corridor. Crews are staging the operation in segments to keep at least one lane open where possible, but drivers should expect intermittent lane closures, flaggers, reduced speed limits, and occasional daytime detours as work advances from stretch to stretch.
The timing carries real weight for this corridor. Route 106 carries commuters, school buses, farm equipment, and delivery trucks through a section of Morgan County that connects Winchester to the wider regional road network. The April start overlaps directly with spring planting season, when agricultural haulers are among the heaviest users of rural state routes. Pushing the work through early August positions IDOT to wrap up before fall harvest traffic intensifies, a sequencing that limits disruption across back-to-back high-demand periods.

Emergency-response routing along the corridor may also require coordination during active lane-closure windows, an operational consideration for local first responders navigating the affected segments. On the other side of the inconvenience is a road rebuilt to carry the traffic load more safely and with less long-term wear on vehicles traveling it daily.
Drivers should follow all posted work-zone signage, observe reduced speed limits through active construction areas, and allow extra travel time while crews are on site. IDOT is expected to issue updated traffic advisories through local media, including WLDS, as the project moves segment by segment toward its Commercial Street endpoint.
