Onondaga County moved a 309-unit apartment complex in Manlius one step closer to construction Monday, approving nearly $8.6 million in tax exemptions for Twin Ponds, a roughly $115 million project planned off Burdick Street near Town Center.
The Onondaga County Industrial Development Agency voted 6-0 to grant the incentives, a strong signal that county economic development leaders see the development as worth backing. The size of the subsidy is notable because tax exemptions of this scale can affect construction financing, project timing and the rent structure that follows, since they reduce the amount the developer must carry up front.

For county officials, the vote fits a broader push to add housing in a suburb where demand remains strong and residential growth has become a central issue. Supporters are likely to point to Twin Ponds as another example of county tax policy being used to steer private investment toward new apartments, especially as Onondaga County looks for more housing supply.

The project also lands in the middle of a larger local debate over what residents get back when public incentives are used to support private development.
