Onondaga County taps Billy Barlow for economic development role

Onondaga County has put former Oswego Mayor Billy Barlow in charge of one of its most consequential jobs at a moment when Micron’s massive buildout is already reshaping decisions about land, housing and transportation from Clay to Syracuse. The county’s new deputy county executive for economic development will step into a system that is no longer just courting business, but trying to keep growth manageable for neighborhoods, commuters and local governments.

County Executive Ryan McMahon announced the hire Monday, filling the vacancy left by Bob Petrovich’s retirement. The role sits at the center of the county’s economic-development apparatus, which includes the Office of Economic Development and the Onondaga County Industrial Development Agency, both of which frame their mission as stimulating economic development, growth and general prosperity in the county. County site-selection materials also stress incentives, workforce readiness, infrastructure and business support, signaling that Barlow will be judged on more than ribbon cuttings.

That broader mandate matches the county’s planning work. Plan Onondaga is organized around five themes, Strong Centers, Housing + Neighborhoods, Community Mobility, Greenways + Blueways and Agriculture, while county planning materials say the department works across land use, zoning, transportation, housing, economic development, the environment and urban design. In practical terms, that means Barlow will be operating inside the county’s main framework for decisions that could affect where homes are built, how workers move, and how much strain new development places on roads, utilities and municipal budgets.

Barlow arrives with a record that county leaders clearly see as relevant to that task. He served as mayor of Oswego from 2016 through 2023 and was elected at age 25, becoming the youngest mayor in New York at the time. During his tenure, Oswego pursued a $10 million downtown revitalization effort that created about 200 housing units, roughly a dozen commercial spaces and waterfront improvements. The city was among the first communities to receive Downtown Revitalization Initiative funding and later became the first to complete all of its projects, giving Barlow a visible public record of getting projects built.

His appointment lands amid a larger Micron-related push that has already forced county lawmakers to approve major spending. Onondaga County approved a $27 million land-buying plan in 2025 to support Micron supply-chain development, then later adopted a separate $33 million budget amendment tied to Micron, housing, economic development and technology. Micron has publicly committed to investing $100 billion in Onondaga County, and state materials have linked the project to 50,000 jobs in New York.

That scale helps explain why Barlow’s hire matters now. The county is not just looking for a recruiter; it is looking for an administrator who can help steer the next round of decisions on housing pressure, industrial sites, supplier growth and infrastructure capacity. In the next 12 months, Barlow’s success will be measured by whether Onondaga County can absorb growth without breaking the systems that already serve it.
