New Windsor Seeks Bids to Renovate Ruscitti Park Teen Center, Partly State-Funded
New Windsor has advertised bids to renovate the Ruscitti/Ruscutti Park teen center; the town reports a $617,000 grant from Senator Skoufis toward the project.

The Town of New Windsor has opened advertisements for construction bids to renovate the teen center at Ruscitti Park, and the town’s 2025 Year End Update lists a $617,000 grant from Senator Skoufis for creation of a new teen center at the site. Aggregator solicitations published under the title “Renovations To Ruscitti Park Activity Center Building” describe work that includes selective demolition, asbestos abatement, new openings for windows and doors, wiring and ductwork work, and other new installations.
NewYorkBids’ summary of the solicitation reads in part: “This project includes selective demolition of interior finishes, wood frame walls, fixtures, wiring, ductwork, masonry walls to create new opening and exterior walls to create new window openings and door openings and includes asbestos abatement. New...” Bid Banana’s listing echoes demolition and abatement work and provides an estimated budget range of “$500,000 – $2,000,000,” adding that “Given the scope of the project, including demolition, asbestos abatement, and new installations, the budget could range from $500,000 to $2 million.”
Those figures sit alongside the town’s own accounting. The Town of New Windsor Year End Update, authored by Town Supervisor Stephen A. Bedetti, states: “Requested and received a $617,000 grant from Senator Skoufis for the Creation of a new teen center at Ruscitti Park.” The town document also records a separate $750,000 grant from Senator Skoufis for a splash pad at 244 Union Ave, Ruscitti Park, with design in progress and construction slated for 2026.
Public listings disagree on schedule details. Sources use variant spellings of the park name, “Ruscutti Park” appears in one report while most solicitations use “Ruscitti Park Activity Center Building”, and the official Invitation for Bid should be obtained from the Town Clerk to confirm the correct facility name, full scope, bond and insurance requirements, asbestos-abatement specifications, and the official closing date for bids. The town’s grant award and the public solicitation together set the next stage for converting a long-discussed, underused building into a year-round asset for teenagers and youth programming.
